Founder & Executive Director
Vihaan Mishra, a 16-year-old Junior from California, is the founder of Teens Assisting with Communication in Emergency Response (TACER). California often faces natural disasters like wildfires, droughts, and earthquakes, making emergency preparedness crucial. Through TACER, he encourages his peers to support local first responders and develop critical skills for disaster response.
He is a board member and Head of Emergency Communications for TeenCERT, the first teenage-led branch of the Federal Emergency Management Agency(FEMA)’s National Community Emergency Response Team (CERT) program in Santa Clara County. Additionally, Vihaan is an active member of his high school’s Associated Student Body and serves as Vice-Chair of the Youth Commission in his town, demonstrating his strong leadership and commitment to community service.

Victoria Bebee
Advisor
Victoria Bebee is the Emergency Services Manager for the Los Altos Hills County Fire district. She has been in Emergency Services in some capacity in Santa Clara County for over 20 years. She is the program manager for both CERT, Teen CERT, Emergency Preparedness, and Disaster Coordination.

Dr. P. K. Menon
Advisor
Dr. P. K. Menon (Ph.D.) is an Aerospace Engineer with over 50 years of professional experience. He has been involved in the design and development of Space Launch Vehicles and flight control systems for many types of flying machines. He has been keenly interested in amateur radio communications and electronics throughout his adult life, and currently holds an FCC-Extra Class Amateur Radio License. Dr. Menon enjoys mentoring teenagers and introducing them to radio communications.

Capt Gluhan worked as a firefighter/paramedic before being promoted to the rank of Fire Captain at SCCFD. She joined Los Altos Hills County Fire District as Emergency Services Manager in 2019. Denise provides community outreach and information to the residents of Los Altos Hills, including emergency and wildfire preparedness, teaching a variety of classes including personal preparedness, first-aid and Community Emergency Response Team (CERT) skills.

If you live in Santa Clara County:
The Santa Clara County Teen CERT Volunteer Program trains teens ages 13-18 in Santa Clara County with valuable disaster preparedness and basic emergency response skills. Teens learn skills including disaster preparedness, fire and utility safety, stop the bleed skills, and basic search and rescue.
