Vihaan Mishra

Founder & Executive Director

​​Vihaan Mishra is a junior from California and the founder of TACER. TACER will help teens develop critical skill to become prepared for emergencies and confident in supporting their communities. His work is driven by the belief that students can play a real role in communication, leadership, and local readiness.

Victoria Bebee

Advisor

Victoria Bebee is the Emergency Services Manager for the Los Altos Hills County Fire District. She has worked in Emergency Services in Santa Clara County for over 20 years and manages programs including CERT, Teen CERT, Emergency Preparedness, and Disaster Coordination. Her experience helps keep TACER grounded in real-world preparedness and community response.

Dr. P. K. Menon

Advisor

Dr. P. K. Menon is an aerospace engineer with more than 50 years of professional experience. He has worked on space launch vehicles and flight control systems, and he has a long-standing passion for amateur radio and electronics. He also enjoys mentoring teenagers and introducing them to radio communication. His guidance brings technical depth and practical perspective to TACER.

Capt. Denise Gluhan

Instructor

Capt Gluhan worked as a firefighter/paramedic before being promoted to the rank of Fire Captain at SCCFD. Denise provides community outreach and information to the residents of Los Altos Hills, including emergency and wildfire preparedness, teaching a variety of classes including personal preparedness, first-aid and Community Emergency Response Team (CERT) skills.

The Santa Clara County Teen CERT Volunteer Program trains teens ages 13-18 in Santa Clara County with valuable disaster preparedness and basic emergency response skills. Teens learn skills including disaster preparedness, fire and utility safety, stop the bleed skills, and basic search and rescue.
